Bulgarian Customs is responsible for regulating the import of goods & services into Bulgaria, regulating the export of goods and services and enforcing its own import and export regulations as well as those of other Bulgarian Government agencies. The EC Customs Code is also applicable.

In practicing Customs Law and providing import services, VLO assists importers and exporters in achieving and maintaining full compliance with all relevant Customs laws and regulations – both in Bulgaria and abroad.

VLO has an extensive practice advising multinational clients on all aspects of EU customs law. We regularly assist our clients in resolving tariff classification, customs valuation, and preferential and non-preferential origin issues, and we have successfully litigated such matters before various Bulgarian courts. We are particularly well known for providing assistance to multinational manufacturers of technology products involved in classification and origin disputes. We frequently advise on the impact of customs valuation rules on the operational structure of our clients and we also help our clients to optimize benefits available under preferential tariff arrangements (such as the GSP regime), inward and outward processing, duty suspensions, and tariff quotas.
