“Legal Research Only” is a way for clients to obtain more information about their legal situation without paying the full price of a legal consultation.  This is why and how it works:
The process of providing legal services is a two-prong process.  After identifying and understanding the legal issues involved in the particular case, the first step is to perform the necessary legal research in order to obtain the required information for purposes of developing a legal opinion.  Therefore, the overall process of obtaining a legal consultation can be broken down into 1) legal research and 2) legal opinion based on the research.  
The reasons why a client may prefer the “legal research only” option can be numerous.  For example, a client may be sophisticated enough in the legal principals involved but may not have the time, technological and/or financial means to perform the legal research necessary to apply these principles in order to come to a conclusion or an opinion.  Other clients may want to simply have the legal research done in the even they would decide to consult an attorney at a later point in time.  Quite often, after the necessary legal research is performed, a client decides not to pursue the situation any further.  Therefore, they can save themselves time and money by not having to hire an attorney for a full consultation.  Some clients may prefer to make certain decisions on their own based on the information provided as a result of the legal research.  Others may want to simply review and understand the information.  The situation is very similar to a medical patient who wants to understand or know more about his condition before, during or even after a particular medical treatment.  
VLO provides the legal research necessary for clients to understand their cases or legal issues better and to make more informed decisions in the future.  This service is provided on line at a lower price than the price of a face-to-face full legal consultation.  It is an easy and inexpensive way to obtain legal information quickly.  
Simply, request the specific law(s), legal principal(s), statute(s), ordinance(s) or other documents or forms or if you are not certain as to what they are, simply explain your legal situation in the space provided below.  A legal VLO representative will review the information you have provided or requested and will contact you with a price for the legal research services depending on the type of research project, the complexity of the legal issues involved, and the time required to perform the research.   If you agree to the quoted price, a licensed VLO member will perform the research and will send it to the e-mail address you have provided within 5 business days of receipt of your payment.
